I Need to take Personal loans so please tell me that online borrowing is safe? and I want to take loan from ask4loan.co.uk is it good online loan provider?

I've never used an online loan provider and I don't encourage it. You are better off checking with your credit union to see what they have to offer. Ask some friends if they know of anyone. When people talk about personal loans I send them to a friend of mine who does them.
